Juan Carlos Bisso is a Vice President at Compass Lexecon based in Madrid. Dr Bisso specialises in the application of economic analysis to
energy markets (electricity and natural gas), and in the estimation of damages in investor-state arbitration and litigation procedures.
Dr Bisso has worked on various electricity and natural gas cases between private companies and governments dealing with alleged breaches
of contracts or alleged unjustified modifications to regulatory schemes that affected investments in gas and electricity distribution and
transmission networks. Dr Bisso has also provided advice in the negotiations between a private investor and a state to reach a settlement prior
to the Tribunal’s final decision.
Dr Bisso has co-authored an article on the Quantification of ISDS Claims in the first edition of the Guide to Investment Treaty Protection and
Enforcement (GAR, January 2022).
Dr Bisso earned his PhD and MA degrees in Economics from the University of Virginia, where he specialised in the fields of Industrial
Organisation, Law and Economics, and Applied Microeconomics. He also earned his BA degree in Economics from Universidad del Pacífico in
Lima, Perú.
Prior to working on energy markets, Dr Bisso worked for the Peruvian Telecommunications Agency (OSIPTEL) providing advice and economic
analysis on several antitrust and dispute resolution matters.
